According to the published OECD international study of educational skills PISA, the skills of students in Estonian schools are the best in Europe and one of the best in the world. Moreover, in all three areas - mathematics, reading and the natural sciences. The results of the study indicate that Estonian schools provide uniformly good education, regardless of the origin of the child. During the webinar, we will be able to discuss the reasons and solutions that led to a successful reform of the Estonian education system with Birgit Lao, Innove CEO and Gunda Tire, PISA national project manager in Estonia.
Birgit Lao
Foundation Innove is an education competence centre that coordinates and promotes general and vocational education in Estonia and offers educational counselling services through the nationwide Rajaleidja network. Foundation Innove was created in 2003 by the Ministry of Education and Research.

She is passionate about improving education to be more personal, since personal needs, possibilities, abilities will change the way we need and provide education. She has been fortunate to work in the field of education more than 20 years, both in private and public sector. Those various experiences have given her an opportunity to be the mediator of expectations on both sides.

She is one of the creators of national Education Nation initiative which focuses on promoting Estonian great educational achievements and education technology tools worldwide.

Birgit holds a master's degree in Social Sciences (European Studies) from University of Tartu, Estonia (2011).


Gunda Tire
Gunda has managed the preparation, implementation and dissemination of PISA survey in Estonia for five PISA cycles (PISA 2009, PISA 2012, PISA 2015, PISA 2018 and PISA 2021). She has developed the network of professionals required for successful implementation of an international survey, has been an editor for four national reports and worked with schools, media and other stakeholders in order to disseminate PISA in Estonia. She has also participated in numerous national and international conferences as a key note speaker.

Gunda holds a Master's degree in Educational Sciences from University of Leuven, Belgium (2011).

She has a Bachelor of Arts from Latvia University (1994). During the Bachelor's studies she received a two year scholarship and studied at the University of Wisconsin-Eau Claire, US.

She has researched PISA results for Russian-speaking minority students in Estonia.
